Vii. Inflation Persistence in the Euro Area

چکیده
Euro area inflation stubbornly above 2 per cent Headline inflation in the euro area has, on average, remained stubbornly above 2 per cent -the upper limit of the European Central Bank’s definition of medium-term price stability -for most of the period since mid-2000. This persistence may seem puzzling in the light of weakness in activity and is only partly explained by factors like oil and food prices, and exchange rates. Core inflation, which excludes some of these elements, and the service component of the index, a measure less sensitive to exchange rate developments, have both been rising since late 1999 (Figure VII.1, top panel). At the same time, the inflation rates across euro area economies have diverged (Figure VII.1, middle panel). The policy issues that arise concern both the appropriate rate of inflation that should be used to guide monetary policy decisions and whether structural reforms could enhance the responsiveness of inflation to weak economic activity.

Regional Price Adjustment in a Monetary Union
Using a New-Keynesian framework, we investigate how far the inflationary processes in member states of EMU cause regional price levels to converge. We fail to produce hard evidence of the present existence of such an adjustment mechanism, notwithstanding that inflation in some countries tends to converge towards the euro area level. Overall, inflation persistence has declined significantly over...

In this paper an open economy model of the New Keynesian Phillips Curve incorporating three different factors of production, domestic labor and imported as well as domestically produced intermediate goods, is developed and estimated for 9 euro area countries and the euro area aggregate. This general model nests existing closed economy and open economy models as special cases. We find that struc...
متن کاملThe Euro Through the Looking-Glass Perceived Inflation Following the 2002 Currency Changeover
Following the Euro changeover in January 2002, consumers across the Euro Area perceived a sharp rise in inflation, in contrast to official figures. Several theories have been advanced to explain this apparent economic illusion, but they struggle to account for its striking scale and persistence. We offer an alternative account, based on the premise that the currency changeover increased consume...

متن کاملHas the Euro Era Facilitated Inflation Convergence?
This paper investigates the long-run convergence of national inflation rates in the European Union. The application of a new test is proposed that involves unit root testing of the first principal component based on national-EU inflation differentials. Using inflation data based on harmonized consumer price indices for 1999-2007, the first principal component is stationary. This suggests that a...
